第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)(hui)第(di)一次會(hui)(hui)議,共收到提(ti)案(an)表126份,經提(ti)案(an)委員會(hui)(hui)專題會(hui)(hui)議審議后,歸類整理出64件提(ti)案(an)、31個(ge)意(yi)見和建議、5個(ge)不立(li)案(an)議題。

  具體情(qing)況(kuang)如下:(一)對符(fu)(fu)合(he)黨和國(guo)家政策(ce)法(fa)(fa)規,學(xue)(xue)校(xiao)有(you)(you)(you)條(tiao)(tiao)件辦(ban)(ban)(ban)理,又確(que)實需(xu)要(yao)辦(ban)(ban)(ban)理的(de)提(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)80個議(yi)題(ti)整(zheng)理合(he)并為(wei)64個正(zheng)式(shi)提(ti)(ti)(ti)案(an)(an)(an)(an);(二)對一些(xie)不(bu)(bu)(bu)符(fu)(fu)合(he)立(li)(li)(li)案(an)(an)(an)(an)要(yao)求但(dan)(dan)有(you)(you)(you)參考價值(zhi)的(de)提(ti)(ti)(ti)案(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)委員(yuan)會(hui)將(jiang)41個議(yi)題(ti)匯總整(zheng)理為(wei)31個意見(jian)和建(jian)議(yi),匯總后轉送有(you)(you)(you)關(guan)職能部門(men),逐條(tiao)(tiao)向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)人回復;(三(san))對屬(shu)于個人問(wen)題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)問(wen)題(ti)正(zheng)確(que),但(dan)(dan)已經解決的(de)提(ti)(ti)(ti)案(an)(an)(an)(an),以及一時沒有(you)(you)(you)條(tiao)(tiao)件解決的(de),可(ke)向(xiang)提(ti)(ti)(ti)案(an)(an)(an)(an)人做出(chu)解釋的(de)提(ti)(ti)(ti)案(an)(an)(an)(an),則(ze)不(bu)(bu)(bu)予立(li)(li)(li)案(an)(an)(an)(an)。(四)5個不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)議(yi)題(ti):第(di)(di)(di)一,關(guan)于為(wei)來深探(tan)望子女的(de)父母提(ti)(ti)(ti)供臨時住所(suo)的(de)建(jian)議(yi)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因:學(xue)(xue)校(xiao)西麗湖校(xiao)區設(she)有(you)(you)(you)招待所(suo),可(ke)以滿足需(xu)求;第(di)(di)(di)二,關(guan)于建(jian)議(yi)學(xue)(xue)校(xiao)為(wei)各二級學(xue)(xue)院單(dan)位配備急救箱的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因:急救工(gong)作涉(she)及面廣,針對性強,需(xu)要(yao)有(you)(you)(you)資質的(de)醫(yi)(yi)(yi)護人員(yuan)正(zheng)確(que)規范操作,建(jian)議(yi)將(jiang)突發(fa)情(qing)況(kuang)及時報告(gao)醫(yi)(yi)(yi)務室或校(xiao)外醫(yi)(yi)(yi)療機構處(chu)置;第(di)(di)(di)三(san),關(guan)于清理辦(ban)(ban)(ban)公室毀壞桌椅的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因:無(wu)明確(que)地點;第(di)(di)(di)四,關(guan)于修(xiu)剪(jian)學(xue)(xue)校(xiao)內路(lu)邊的(de)樹(shu)枝的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因:屬(shu)于明喆物業綠化(hua)管(guan)理日常工(gong)作;第(di)(di)(di)五,關(guan)于校(xiao)門(men)增加校(xiao)區標(biao)識,設(she)計考慮建(jian)筑風水的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)(bu)符(fu)(fu)合(he)一事(shi)一議(yi)原(yuan)(yuan)則(ze),其(qi)中一事(shi)提(ti)(ti)(ti)法(fa)(fa)亦不(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落實提(ti)(ti)案(an)辦理(li)的(de)過程中(zhong),學(xue)校工會多(duo)次召開提(ti)(ti)案(an)工作(zuo)委員會會議,及時(shi)與有關的(de)職能(neng)部門進行溝(gou)通(tong),完成提(ti)(ti)案(an)處(chu)理(li)落實工作(zuo)。

  64件(jian)提(ti)案涉(she)及到教學、科研、學生(sheng)、人事、行政教輔(fu)、生(sheng)活服務及其它(ta)等(deng)7個方面。其中“(一(yi)(yi))制作佩(pei)戴校(xiao)徽;(二)開設“書院論壇”;(三(san))推進解決(jue)教職(zhi)工集資款(kuan);(四)進一(yi)(yi)步完善校(xiao)園無線網絡覆蓋;(五)新(xin)增校(xiao)區電(dian)瓶車(che)、方便(bian)師生(sheng)員工出行”等(deng)5件(jian)提(ti)案確定為(wei)2013年度(du)學校(xiao)為(wei)教職(zhi)工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)案(an)委(wei)員會(hui)是雙(shuang)代(dai)會(hui)提(ti)(ti)案(an)落實的最(zui)基(ji)本的工作(zuo)組(zu)織(zhi)。本著(zhu)“提(ti)(ti)醒重(zhong)視,溝(gou)通交流(liu),推動進程”的工作(zuo)原則,對與多部門相關的提(ti)(ti)案(an),注(zhu)重(zhong)組(zu)織(zhi)協調(diao);對常規提(ti)(ti)案(an),逐一跟蹤檢查。一年來,在(zai)校分管(guan)領導(dao)的指導(dao)、各部門支持、以及全體委(wei)員和校工會(hui)共同努(nu)力下,較好地履行了職(zhi)責(ze),順利地完成了工作(zuo)任務。

  1.做好(hao)提案(an)宣傳工(gong)(gong)作,使廣大教職工(gong)(gong)和(he)雙代(dai)(dai)會(hui)代(dai)(dai)表加深對提案(an)價值(zhi)的認(ren)識:即(ji)提案(an)是雙代(dai)(dai)會(hui)廣泛聯系群(qun)眾(zhong)、集中群(qun)眾(zhong)智慧、吸引(yin)教職工(gong)(gong)參與學校(xiao)民主管理(li)和(he)民主監(jian)督的一個(ge)重要途徑。

  2.保證提案(an)調研時(shi)間。嚴格執行雙代會相關規定,督促(cu)代表(biao)樹立(li)群眾(zhong)意識,平時(shi)注意群眾(zhong)反映,為提案(an)準備信息資源,及(ji)時(shi)反映教職(zhi)工的意見和建議。

  3.準確把握提案的(de)立案。凡是按(an)要求提交的(de)提案表,原則上都予(yu)以立案。對于沒有立案的(de)提案,即使是個案或(huo)建議,本著(zhu)實事(shi)求是的(de)態度認真對待和(he)處理。

  4.不(bu)斷提高提案辦理的(de)質量。一是規范提案辦理的(de)程序;二(er)是加大督辦的(de)力度(du),跟蹤(zong)落實,確保能(neng)解(jie)(jie)決(jue)的(de)問題及(ji)時解(jie)(jie)決(jue)。一些因(yin)客觀原因(yin)一時做不(bu)到的(de),則做好解(jie)(jie)釋工作(zuo),真正做到案案有回音,件件有交待。

  5.推動承(cheng)(cheng)辦單(dan)位實施“一把手”工程,確(que)保交出(chu)滿意(yi)(yi)“答卷”。在(zai)提(ti)案(an)辦理(li)過程中(zhong),絕大多數承(cheng)(cheng)辦單(dan)位一把手親自負(fu)(fu)責,親自過問,從嚴(yan)要求、從快辦理(li),表現出(chu)對學校事業高度負(fu)(fu)責的(de)(de)態度。人事處承(cheng)(cheng)辦提(ti)案(an)14件(jian)、意(yi)(yi)見(jian)和建(jian)議(yi)5個;后勤(qin)基建(jian)處承(cheng)(cheng)辦提(ti)案(an)11件(jian)、意(yi)(yi)見(jian)和建(jian)議(yi)12個。此類提(ti)案(an)大多是民生話題,直接關系到(dao)師(shi)生員工的(de)(de)切身利益。在(zai)接到(dao)提(ti)案(an)后,兩個部門負(fu)(fu)責人分(fen)(fen)別帶領有關人員,認真分(fen)(fen)析原因(yin),限時辦理(li),并加強與提(ti)案(an)人溝通(tong),爭取提(ti)案(an)人的(de)(de)理(li)解和支持。

  至2013年底,在(zai)各承辦(ban)部門的大力支持和配合(he)下,已(yi)全部答復提案人。承諾為教職(zhi)員工辦(ban)的年度5件實事中,書(shu)院(yuan)(yuan)論壇(tan)開始運作;電瓶車新增了(le)3輛;校徽在(zai)進(jin)(jin)一(yi)(yi)步的改進(jin)(jin);校園無線網絡在(zai)進(jin)(jin)一(yi)(yi)步的完善;教職(zhi)工集資款這一(yi)(yi)歷(li)史遺留(liu)問題正在(zai)處(chu)理(li)中,學校一(yi)(yi)如既(ji)往積極與上(shang)海思(si)(si)博職(zhi)業(ye)技(ji)術(shu)學院(yuan)(yuan)聯(lian)系(xi),責成(cheng)校內有關公司(si)按公司(si)法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地予以(yi)解(jie)決。3月20日,上(shang)海思(si)(si)博職(zhi)業(ye)技(ji)術(shu)學院(yuan)(yuan)黨政(zheng)主要領導帶隊來校尋(xun)求解(jie)決途(tu)徑(jing)。我(wo)們將繼續跟蹤(zong)推進(jin)(jin),確(que)保教職(zhi)工的合(he)法(fa)權(quan)益。

  綜上(shang)所述(shu),上(shang)次會(hui)議64件提(ti)案(an)中,不宜采(cai)用(yong)和(he)難以落(luo)實的共10項,占(zhan)(zhan)15.6%;其余54件,已經落(luo)實和(he)正在(zai)落(luo)實的48件,占(zhan)(zhan)75.0%;還有正在(zai)論(lun)證,經過努力可(ke)以完成的6件,占(zhan)(zhan)9.4%。

  提(ti)(ti)(ti)案委員會向提(ti)(ti)(ti)案人發出(chu)《提(ti)(ti)(ti)案反饋意(yi)(yi)見評(ping)(ping)價(jia)表》,對職能部門(men)承(cheng)辦的(de)64個提(ti)(ti)(ti)案給出(chu)“滿意(yi)(yi)”、“不(bu)滿意(yi)(yi)”、“無(wu)所謂(wei)”的(de)評(ping)(ping)價(jia)意(yi)(yi)見。統計結果(guo)為(wei):2個提(ti)(ti)(ti)案被評(ping)(ping)“無(wu)所謂(wei)”,5個提(ti)(ti)(ti)案被評(ping)(ping)“不(bu)滿意(yi)(yi)”,57個提(ti)(ti)(ti)案都(dou)被評(ping)(ping)為(wei)“滿意(yi)(yi)”,提(ti)(ti)(ti)案反饋意(yi)(yi)見的(de)滿意(yi)(yi)度(du)為(wei)89.1%。

  五、存在問題和今后的打算

  提案工(gong)作(zuo)與(yu)過去相比有進步(bu),但仍然存在一些問(wen)題和不足(zu)。

  1.個別提案(an)承辦(ban)(ban)部門對所辦(ban)(ban)理的提案(an)重視(shi)程度不夠,辦(ban)(ban)理過(guo)程拖拉,辦(ban)(ban)理質(zhi)量不高。

  2.雙代(dai)會代(dai)表提(ti)案(an)工作水平有待提(ti)高,特別是(shi)提(ti)案(an)撰寫比較集中民生(sheng)福利,而對(dui)學校發展大局(ju)關注度不夠。

  針對(dui)存在的(de)問題,我(wo)們(men)提(ti)出改(gai)進工(gong)作(zuo)的(de)措(cuo)施:(1)加強(qiang)與(yu)提(ti)案(an)承辦部門溝通,提(ti)升他們(men)對(dui)提(ti)案(an)落實工(gong)作(zuo)重要性的(de)認識;(2)在可(ke)能的(de)條件下(xia),對(dui)雙代會代表(biao)進行提(ti)案(an)方面的(de)培訓學習,提(ti)高提(ti)案(an)工(gong)作(zuo)水平。

  六、總結表彰

  經(jing)工會(hui)委(wei)員(yuan)會(hui)評(ping)選,2013年度4個“優秀提案(an)”和2個“提案(an)承辦先進單位”分別是:

  第(di)(di)一(yi),鄭永森、張臻、蘇文(wen)代(dai)表提(ti)出的(de)“開(kai)設‘書院講(jiang)壇’,推進(jin)書院制改革和(he)文(wen)化(hua)育人(ren)工作(zuo)”;第(di)(di)二,麻(ma)小紅、魯林(lin)華、施(shi)蓓、朱方來、鮑薇薇、邱浩(hao)、肖景文(wen)、王(wang)群、張雷(lei)代(dai)表提(ti)出的(de)“公布學校教(jiao)師集資款運營狀態”;第(di)(di)三(san),郭剛、吳鋒、余菲、李放、尹(yin)向東、陳燕代(dai)表提(ti)出的(de)“將無線網絡(luo)覆蓋整(zheng)個(ge)校區(qu)”;第(di)(di)四(si),袁(yuan)述義、楊燕云、文(wen)小龍代(dai)表提(ti)出的(de)“制作(zuo)佩戴校徽”。

  2013年度(du)2個“提案承辦先(xian)進單位”分別是人事處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學校(xiao)《教職工(gong)(gong)代(dai)表(biao)(biao)大會(hui)工(gong)(gong)作細(xi)則》和工(gong)(gong)會(hui)的有關規定(ding),校(xiao)工(gong)(gong)會(hui)于(yu)今年3月初(chu)向(xiang)學校(xiao)提(ti)(ti)交了“關于(yu)召開第(di)五(wu)屆教代(dai)會(hui)暨第(di)六(liu)屆工(gong)(gong)代(dai)會(hui)第(di)二次會(hui)議(yi)的請示”,并于(yu)3月14日得(de)到校(xiao)黨委(wei)批復,啟(qi)動大會(hui)的籌備(bei)程(cheng)序,給各分(fen)工(gong)(gong)會(hui)發出了向(xiang)代(dai)表(biao)(biao)征集提(ti)(ti)案的通知。代(dai)表(biao)(biao)們圍(wei)繞學校(xiao)發展、人(ren)事制(zhi)度改革以及(ji)教職工(gong)(gong)所關心(xin)的問(wen)題,認真思考,深入調研,廣泛(fan)聽取(qu)意見,負責(ze)任地提(ti)(ti)交每(mei)一個提(ti)(ti)案。

  截至3月25日,本(ben)次雙代(dai)會(hui)共收到99份提案(an)表(見附件2)。分為(wei)教(jiao)(jiao)學(xue)、科(ke)研、學(xue)生(sheng)、人(ren)事、行(xing)政教(jiao)(jiao)輔、生(sheng)活(huo)服(fu)務及其(qi)它等方面。會(hui)后,提案(an)工(gong)作(zuo)委(wei)員會(hui)將本(ben)著務實(shi)革新精神,對代(dai)表們提出的提案(an)進行(xing)歸類(lei)整理,認真討論研究(jiu)是否(fou)立案(an),同時(shi)送校領導批示,提交相關職(zhi)能部門落實(shi)辦理。
